Responsible to: Executive Director of Public Health (DPH)
Salary: £91,004 to £104,927 depending on skill and experience
The post holder will be expected to ensure public health influences delivery at a local level throughout the health board area. In addition and by agreement with Public Health Organisation, you will support a defined portfolio area working on an all Wales basis.
A high level of intellectual rigour, negotiation, motivation skills and flexibility is required to deal with complex public health issues and to advise and make recommendations regarding services and patient care. A high level of tact and diplomacy is also required and an ability to understand other cultures to enable effective working across organisational boundaries and influencing without authority
Under the leadership and direction of the DPH, you will:
provide public health leadership and support to the Health Board.
contribute to the development of integrated partnership strategies (including the needs assessment component), working closely with local authorities.
take responsibility for developing local policies, interagency and interdisciplinary plans and programmes to deliver key public health targets
provide expert public health advice and leadership to support and inform an evidence-based approach within ethical frameworks for planning and developing high quality equitable services, across primary, secondary and social care, and across sectors including local authorities, voluntary organisations.
develop and utilise information and intelligence systems to underpin public health action across disciplines and organisations, leading collation and interpretation of relevant data
actively work to reduce inequalities in partnership with the Welsh Assembly Government, NHS Wales, government agencies, national bodies, local authorities and the voluntary sector;
develop partnerships and influence all agencies to ensure the widest possible participation in improving health throughout the Health Board area
provide public health advice and expertise to the Health Board
work closely with the senior leadership team within the Health Board to ensure public health support to all work (particularly needs assessment, service planning and delivery, quality and governance)
Ensure that relevant local experience and expertise supports or drives national developments and visa versa.
You will hold a specific topic portfolio for which you will ensure expert public health support and advice.
In the first instance this will include:
providing leadership and support to a range of activities undertaken by the PH team
supporting the North Wales strategic partnerships and developing the Public Health Wales contribution in providing system leadership for Public Health action
supporting the area teams of the organisation
line Management of staff
Further work will be negotiated according to the needs of the department and Public Health Wales and the skills, interests and knowledge off the successful candidate upon appointment.
You will be responsible for programmes of work within Public Health Wales relating to the key service delivery areas of the organisation, working with others in the service across Wales. You will:
develop a public health expertise in these areas and deliver this expertise on behalf of the Public Health Wales on an all Wales basis;
contribute to the strategic development of public health services in Wales;
assist in the delivery of the NHS component of public health and public health protection services in the region and contributing to local delivery at the Health Board level;
contribute to the training programmes for Specialty Registrars in public health;
Support Public Health Wales within and outside working hours in work to deal with health protection issues including participation in the Health Protection “on call rota” as required and support other major incidents on an ad hoc basis as required (exact level of support to be agreed, depending on previous experience).
Essential Skills, qualifications and experience
Our client would consider a GMC registered and Non-GMC registered candidates who have extensive public health experience and qualifications
Significant experience of public health practice at senior level
Experience working within the health care setting with senior clinicians
Experience of reviewing and developing services in health care settings
